PANAJI: The Enforcement Directorate (ED) has filed a prosecution complaint before the Special Court against Siddique alias Suleman Khan in connection with a money-laundering investigation into an alleged land-grabbing racket involving four properties in North Goa.
According to the ED, the four properties have a combined fair market value of around ₹278.16 crore and have been provisionally attached under the Prevention of Money Laundering Act (PMLA).
The case follows four chargesheets filed by the Special Investigation Team (Land Grabbing) of the Goa Crime Branch in cases registered with the Mapusa and Valpoi police.
The ED has alleged that Khan targeted high-value properties belonging to other individuals and attempted to create fraudulent ownership claims. The agency claims that fabricated sale deeds, allegedly backed by counterfeit stamps and seals, were prepared and entered into official registration records at the Sub-Registrar offices in Bardez and Valpoi.
The investigation also examined the alleged flow of money arising from the disputed property transactions. The ED has claimed that funds were routed through bank accounts belonging to other individuals and alleged benami account holders.
The agency further alleged that a partnership business operating under a second PAN was used as part of the financial arrangement. A substantial portion of the funds was allegedly withdrawn or converted into cash, which the ED claims was intended to conceal their alleged origin and project them as legitimate funds.
Based on its investigation, the ED has treated the four properties as alleged proceeds of crime and provisionally attached them, putting their combined value at approximately ₹278.16 crore.
Khan was arrested by the ED on July 16, 2026. Following the completion of the agency’s custodial period, he was remanded to judicial custody and is currently lodged at Central Jail, Colvale.
The prosecution complaint has now been placed before the Special Court, where further proceedings will take place in accordance with law.
