Valpoi, 23 August 2026: RGP member and former Valpoi Block President Nilesh Gaude questioned Viresh Borkar’s claim to the position of National President during a meeting convened by Borkar with RGP members at Valpoi on Sunday.
Nilesh directly raised several fundamental questions regarding Borkar’s authority to convene the meeting and function as National President.
He asked:
1. Under what authority are you convening and attending this meeting?
2. Who are the members of the National Council?
3. Who are the members of the National Executive Council?
4. When did you become National President and when does your term end?
According to Nilesh, Borkar failed to produce documents or provide satisfactory answers to these questions and instead diverted the discussion.
Nilesh further pointed out that, according to his understanding of the party’s constitutional provisions, the term of the National President had ended in 2024, and therefore questioned the authority under which Borkar was claiming to function as National President.
Challenge Over Manoj Parab’s Presidential Powers
Nilesh also challenged Viresh Borkar to take appropriate legal action against former President Manoj Parab if Borkar believed that Parab had unlawfully exercised presidential powers or issued election tickets to candidates.
He questioned why such action had not been taken if there were genuine grounds for alleging that the former President had acted without authority.
Questions Over RGP Office Sealing and Financial Allegations
Nilesh further questioned Borkar regarding the circumstances surrounding the sealing of the RGP office and sought clear answers on the issue.
He also challenged Borkar to file an appropriate fraud complaint against RGP Treasurer CS Ajay Kholkar if there were genuinely any allegations concerning party funds or financial irregularities.
Nilesh stated that he had confirmed the matter with the Party Treasurer and that, according to the information provided to him, there were no such financial allegations or irregularities as being circulated. He alleged that false narratives were being created against party functionaries.
Questions Over Appointment of Disciplinary Committee Chairperson
Nilesh also questioned the appointment of Pravin Halarnkar as Chairperson of the RGP Disciplinary Committee, particularly questioning his eligibility and party membership.
Nilesh questioned:
“If Pravin Halarnkar is not a member of the RGP, under what provision and authority has he been appointed as Chairperson of the Disciplinary Committee?”
He demanded that the constitutional authority and basis for such an appointment be made clear to party members.
Appeal to RGP Members
Nilesh further alleged that attempts were being made to split the RGP organisation and urged party members and supporters across Goa not to accept claims of authority without seeking documentary and constitutional clarity.
He appealed to RGP members to ask the same questions and demand transparency:
“Ask the So-Called National President the same questions. Demand documents. Demand answers.”
Nilesh maintained that the RGP belongs to its members and cannot be controlled by any individual merely claiming authority without demonstrating the constitutional basis for such authority.
RGP members have the right to know who holds constitutional authority, who constitutes the party’s governing bodies, and under what provisions decisions are being taken in the name of the party.
