PANAJI: 04/11/2026* St. Andre MLA Viresh Borkar has launched a strong intervention on three major land and environmental issues in the constituency, issuing separate notices and demanding immediate action from the concerned authorities to protect Goa's land, natural resources and village heritage.
AZOSSIM: QUESTIONS TENANCY RIGHTS OVER 1.11 LAKH SQ. METRES
Borkar has challenged the reported tenancy entries in favour of Sadiq Siraj Dhodhamani under Mutation Nos. 47781 and 47783, covering approximately 1,11,250 square metres of land in Azossim.
Questioning the legal basis of these entries, he has demanded a thorough investigation into original tenancy records, personal cultivation, succession claims and mutation proceedings. He has also sought preservation of records and a stay on the related purchase proceedings, subject to applicable law.
CURCA: QUESTIONS DEVELOPMENT NEAR BAMBOLIM MILITARY ESTABLISHMENT
Raising serious concerns over a proposed project in Survey Nos. 41 and 44 of Curca, Borkar has demanded a joint inspection to verify possible forest classification, lawful road access, defence-related restrictions and development permissions.
Highlighting the reported 2 MLD drinking-water shortage in St. Andre, he has warned that additional development without proper assessment could further burden village infrastructure, groundwater and natural resources.
He has demanded a review of existing permissions and technical assessments by the Forest, Water Resources, PWD, TCP and Defence authorities.
RAJBID, GANCIM: NO ROAD DEVELOPMENT AT THE COST OF OUR NATURAL HERITAGE!
Borkar has strongly objected to the ongoing levelling and alteration of the natural mud road towards Rajbid, Gancim, under Village Panchayat Batim.
Warning against possible asphalting, hot-mix carpeting and road widening, he has raised concerns that permanent road development could open the natural plateau to builder lobbies, uncontrolled construction and real-estate exploitation.
He has demanded an immediate halt to levelling activities, suspension of any proposed permanent road development, a joint site inspection and restoration of unauthorised alterations wherever legally established.
Invoking Sections 17A and 17B of the Goa Town and Country Planning Act, 1974, Borkar has stressed that statutory permissions and environmental safeguards cannot be bypassed.
15-DAY DEADLINE FOR ACTION
Across all three issues, Borkar has demanded accountability, proper investigations and time-bound action from the concerned authorities.
"Goa's land, water, environment and village heritage cannot be sacrificed in the name of development. Public infrastructure and development must never become a gateway for land exploitation."
The MLA has made it clear that failure to act will compel him to pursue appropriate legal remedies before the competent authorities.
THREE ISSUES. ONE FIGHT. PROTECTING GOA'S LAND AND PEOPLE.
