Majorda, 9 July 2026:AAP MLA Capt. Venzy Viegas held a public meeting in Majorda where residents joined him in taking a pledge of opposition against Section 39A of the TCP act. Residents joined Viegas in the demand that 39A must be scrapped immediately. Capt Venzy Viegas also reiterated AAP's promise of scrapping section 39A once they come to power.
Addressing residents, Capt. Venzy Viegas vowed to the people that if the Aam Aadmi Party is elected to form the next Government in Goa, it will prioritise the scrapping of Section 39A and revoke all land conversion approvals granted under its provisions, making sure that the land which has been preserved for by our ancestors for generations, should remain with Goans. Capt. Venzy Viegas further stated that protecting Goa’s land requires that Goans vote out the BJP Govt.
At the meeting Viegas addressed Majorda residents specifically against the proposed conversion of 2,50,406 square metres of paddy fields under the proposed NDA/NDZ provisions through Section 39A. He demanded to withdraw and scrap Section 39A completely, claiming that the amendment is being used to facilitate large-scale land conversion at the cost of Goa’s agricultural heritage. He said that the TCP Minister and bureaucrats without consulting gram sabhas or the consent of Goans, propose & recommend paddy fields and Khazan lands into NDA under the illegal section 39A while sitting inside their offices. BJP Government has through 39A consistently weakened legal safeguards protecting agricultural land and has opened the door for large-scale conversion.
He stated that bringing paddy fields and khazan lands under NDA/NDZ through Section 39A is a systematic conspiracy to acquire control over Goa’s traditional agricultural lands. He further stated that NDA land belongs to the Government and warned that if paddy fields are brought under such provisions, farmers and landowners risk losing control over lands that have been preserved for generations.
“We do not want NDA under Section 39A. We want Section 39A itself to be scrapped,” MLA Venzy Viegas asserted.
He asserted that Goa’s agricultural lands belong to the people of Goa and should remain in the hands of local communities rather than being brought under mechanisms that enable government controlled land conversion. He appealed to the people of Goa to reject the BJP Government and its “land loot” policies, stating that Goa’s land, identity and future must be protected for future generations.
Capt. Venzy Viegas reiterated that AAP remains committed to protecting Goa’s paddy fields, khazan lands, environment and the rights of Goans over their ancestral lands and will make sure that when form government, 39A and all proposals under it will be scrapped immediately.
