Adv calls for PCE Parsekar's ouster, says he's committing fraud on the PWD Department

PORVORIM: Aldona Congress MLA Adv Carlos Alvares Ferreira accused Principal Chief Engineer of the Public Works Department Parsekar of committing fraud on the department and on the government via recruitments and postings for several posts for which there was no need, nor any requirement or demand as he claimed while making the appointments. Speaking during the discussion on demands for grants to the Public Works Department, Adv Ferreira said that Prasekar was also illegally promoting people including his own brother in which he has a personal interest. “The PWD is in a total mess and I put the blame squarely at the door of the PCE Parsekar. Parsekar has prevented promotions from taking place from time to time. By not making promotions he has ensured that he himself remains in the chair. He doesn't allow anyone to be qualified or to occupy his post. He has played fraud upon the department, misled the chief minister and made promotions illegally,” Adv Carlos said. “The file notings will show on May 16, 2025 where he has made a proposal for filling up 62 vacancies, in that he also says there are requests from various departments such as Archives, Forests, Police, Education, Zilla parishad, Health Cabo Raj Niwas, Mantralaya, Goa Legislative Assembly, Secretariat, High Court and other such departments for facilitating all development works with requisite technical hands,” Adv Ferreira said. “Then he gets the Chief Minister's signature in one day. But in reality there is no need for such posts,” Adv Ferreira said. “He says there is a demand from Cabo Raj Niwas. Cabo Raj Niwas has a separate Work Division (WD) I under Sub Division (SD) I. Mantralaya, GLA and Secretariat have SD 6 under WD 1. The High Court has WD 3 under SD 1. Everybody is already establishment in place. He promotes 49 TAs and JEs as AE and Assistant surveyor of works on adhoc basis. 49 people he's put. In JICA he says 8 posts, AEs are sent there, he himself says that the department is closed. For JICA PCE submitted a closure report and hence this department does not exist. How is he posting people in the department that does not exist?” Adv Carlos pointed out.“The Director General of Police (DGP) has got only one building and there is no post available but he's sending two people as nodal officers. In the education department, again the post is not available and he's sending two people as nodal officers. The entire list will show that he's sending people. Zilla panchayat he sends two. ZP writes back to him that “we neither have the budgeted provision to create additional posts nor do we have any requirement for additional assistant engineers. We already have an AE of the Directorate of Panchayat cadre who is posted in this office and carries out the duties assigned to him,” he said. “It's kind of a fraud to say there was a demand. This kind of situation: where to say this is a requirement and I'm sending because there is a requirement. In addition, the AEs who have been promoted. 22 AEs are not even eligible to be considered because they need a minimum 5 or eight years of service,” he said. “He puts all these people in various posts. Who will pay for these salaries.? This is a big fraud playing on the government, on the department,” Adv Ferreira charged. Adv Ferreira also pointed out that he plays a fraud when his personal interest is involved. “For a person to be appointed a Superintending Engineer, the person needs to have a EE civil engineering degree from a recognized university and five years of regular service,” Adv Ferreira said, adding that Uttam Parsekar went and promoted his own brother.“He promotes his own brother by the name of Nivrutti Parsekar who is EE, who has not even completed the required years of service by an order dated 15/01/2025 signed by him only. He is a diploma holder. And he posts him as SE at GTDC project and he says he will hold additional charge. This is the type of corruption that is setting in and especially since the Tourism Department has big time projects like the Town Square, mall and whatever is coming, this man will be sitting as SE definitely for nothing else but to loot,” he also said. “It is very clear from these kinds of appointments being made. People unqualified incompetent, not having the experience. We know what kind of works and what kinds of projects will come out. My demand is that Parsekar who is on third extension should immediately be sent home in the interest of the department,” he also said. Adv Ferreira, however, expressed gratitude to the Chief Minister for the installation of traffic signals at Peddem. “There were people who were opposing it but the CM supported it. I also want to thank him for the Vehicular Under Pass (VUP) at Peddem,” Adv Ferreira said. “He however, flagged the bad condition of the roads, a new alternate route for national highway rejected by the central government. This shows that there is absolutely no planning. It is now the fault of the PWD. I don't understand when people cannot perform the given contract and why they are being given more and more work. Then everybody keeps shouting and asking us why the works are not being completed. The contractor who has been given the task should not be greedy and ask for more contracts because if at all they ask and they cannot finish they should be removed from the list,” he also said. He flagged other problems such as the service roads are not being the correct size, they are not being maintained. “The government buildings and shalas (schools) are in bad condition. Cupboards outside in the mamlatdar office. if these cupboards get rain all the files will be damaged. The Labour department at Mapusa switchboards are dangerous, wires are eaten by rats and the fans are not working. Mapusa TCP office toilets are overflowing. Replacement of pipes for water supply in Aldona constituency not yet done. Everytime there is a shortage of water at Calvim, Carona, Sainagar, Pomburpa, Ecoxim, gated colonies draw huge water for their sumps and then for their swimming pools and sumps and overhead tanks and exhaust water. Locals suffer,” he also said. Finally, he flagged the faulty signal at Merces. “Finally it has been removed. I demand to know from the government what it has done from its installation till today. I have received information that those CCTV cameras that were installed were belonging to a company called Augustia Bellad who is the son of the BJP MLA from Dharwad and his family who are having automobile business in Dharwad. Is there no action because of this connection? I think everybody has to be treated equally in the eyes of the law. If you penalise you penalise. If you blacklist you got to blacklist. Why no action? Is all the setting being done?” he said.
