PANAJI: The Shack Owners’ Association of Goa has called on the State government to immediately implement the Supreme Court’s directives on stray dogs in public areas, citing growing concerns over the safety of tourists and residents.
Association president Cruz Cardozo said several Supreme Court orders issued since August 2025 need to be effectively enforced on the ground. He also urged the government to launch awareness campaigns to educate local bodies and the public about the court’s directives.
Referring to incidents of stray dog attacks on Goa’s beaches, Cardozo stressed the need for stronger measures in crowded places such as tourist destinations, educational institutions, religious sites and recreational areas.
He noted that the Supreme Court, in its May 19 judgment, refused to stay or review its earlier directions, allowing the orders to remain in force. Cardozo further stated that stray dogs removed from public places cannot be reintroduced into the same locations under the Animal Birth Control Rules, 2023.
Calling public safety a priority, he said authorities should not delay implementing the court’s directions by citing administrative difficulties and urged the State government to act without further delay.
