The rollout of smart electricity meters across India, including Goa, has sparked a heated debate. Many consumers have reported higher electricity bills after the installation of these meters, leading to concerns that the technology itself is responsible for the increase. However, experts say the issue may not be as straightforward as it appears.

Traditional electricity meters worked using mechanical components, including a spinning aluminium disc that measured power consumption. Over the years, wear and tear, dust, and aging parts often caused these meters to record less electricity than what was actually being used. As a result, some households may have unknowingly benefited from under-recorded consumption.

Smart meters, on the other hand, use advanced digital technology to measure electricity usage with much greater accuracy. They continuously monitor voltage and current and calculate energy consumption in real time. Their margin of error is extremely small, making them far more precise than older mechanical meters.

One common misconception is that smart meters consume electricity and add that usage to a consumer’s bill. In reality, the small amount of power required to operate the meter is generally not included in the consumer’s recorded consumption. Therefore, the meter itself does not increase the bill.

So why are some consumers seeing higher charges?

A major reason is that smart meters capture actual electricity usage more accurately. If an old meter was under-recording consumption, the new smart meter will begin recording the full amount of electricity being used. This can create the impression that consumption has suddenly increased when, in fact, only the measurement has become more precise.

Smart meters can also support Time-of-Day (ToD) tariffs, where electricity used during peak hours costs more than electricity used during off-peak periods. In such cases, consumers may pay higher bills even if their overall consumption remains unchanged.

Another factor is load monitoring. Smart meters can accurately detect when a consumer is using more electricity than the sanctioned load approved by the utility. If the actual load exceeds the permitted limit, additional charges or penalties may apply. Many consumers may not have been aware of this issue under older metering systems, but smart meters make such violations immediately visible.

These devices are also capable of capturing short bursts of high electricity usage from appliances such as air conditioners, water heaters, pumps, and other power-intensive equipment. This results in a more complete and accurate picture of energy consumption.

While smart meters are tested and certified before installation, no technology is completely free from defects. In rare cases, manufacturing faults or technical errors may occur. Consumers who believe their meter is malfunctioning have the right to request an official inspection and testing. If a fault is confirmed, the utility is required to correct the issue and revise billing accordingly.

In Goa, the ongoing discussion around smart meters has revealed another reality. Data from these meters has shown that some consumers are using more electricity than the sanctioned load attached to their connections. In such situations, the meter is not causing higher bills—it is simply exposing actual usage patterns that were previously unnoticed.

At the end of the day, smart meters do not generate electricity consumption or artificially inflate bills. Their role is to measure electricity use accurately and provide transparency. When bills rise after installation, the reasons are often linked to accurate recording, tariff structures, excess load usage, or consumption that older meters failed to capture.

The real question may not be whether smart meters are increasing bills, but whether they are revealing electricity usage more clearly than ever before.
